The electrostatic image attracts negatively charged toner onto the drum in those areas so it is magnetized to the positively charged areas.

After this process, the ink powder on the drum is rolled between the paper over a moving belt right below the drum.
The transfer corona wire gives the paper a negative charge before it enters the rolling process which is stronger than the electrostatic image's negative charge. This will allow the toner powder to be pulled off of the drum and onto the paper.
The drum is discharged on contact from the detac corona wire after the toner is picked up. At this time the paper is sent through the fuser which is the heated roller melting the ink onto the paper fibers.
This is why prints are hot when they come out.
Then, the drum and every other piece inside can be defused by the discharge lamp.
This is the bright light that neutralizes all charges.
